Usage of VEX tools

Hard to say without some more information. I'd try doing the following

(1) Instead of using the rpm, try downloading the tarball (.tgz), unpack it anywhere you like and repeat the experiment. This will narrow the problem to the rpm installation

(2) run the same command with the flags "-d -mas_d" and post the output so that I can have some more debugging info.

If you call the compiler on a C file with
-fmmdump
it will tell you the configuration it's currently using
Most of your parameters look ok.
Don't forget to also set IssueWidth.0 (for cluster 0) if you want to override the default of 4

Your environment appears to be picking the wrong 'cc'. Try 'which cc'.
Don't run anything from vex/bin, that dir should be readonly.
Call the compiler directly as /opt/vex/bin/cc (or wherever the bin is).
